First, Republicans in the United States House of Representatives said that they would not consider a foreign-aid bill for Ukraine, Israel, and Taiwan unless it also addressed the immigration situation, especially on the border between Mexico and the United States. When Republicans and Democrats in the United States Senate put together an immigration bill that included many Republican demands, however, Republicans in the House of Representatives refused to consider it. Now Republican and Democratic Senators have passed a stand-alone foreign-aid bill – and Republican Speaker of the House Mike Johnson refuses to allow a vote on it because of "the absence of having received any single border policy change from the Senate."
